The White House Office of Homeland Security and BBJ Environmental Solutions Speak At National Summit

BBJ Environmental Solutions (OTCBB: BBJE - news) Robert Baker, Chairman and CEO of BBJ, was a keynote speaker at the "National HVAC/R Systems Security Summit" held at the Sheridan International Hotel in Baltimore, Maryland on Saturday January 26, 2002, where he emphasized the priority of maintenance relative to the security of HVAC/R systems.

The White House Office of Homeland Security representative Kenneth Stroech, Director of Weapons of Mass Destruction Programs expressed his appreciation of Governor Ridge and their intention to work with the Air Conditioning Contractors of America (ACCA) and others in developing further guidance. The attendees included representatives from major corporations and associations assembled to discuss security measures relative to HVAC/R systems. The group consisted of building managers, contractors, distributors, manufacturers, consultants and government representatives, including Johnson Controls (NYSE: JCI), Siemens (NYSE: SI), York International (NYSE: YRK), US Army Corps of Engineers and the White House Office of Homeland Security. Key sponsors included Larry Taylor, John Conrad, and Paul Stalknecht representing ACCA and the Air Conditioning Heating & Refrigeration News (ACHR News) who sponsored the event. ACCA, a federation of 60 state and local affiliated organizations, is the leading trade association representing the business, educational, and policy interests of the nation's heating, air conditioning, ventilation and refrigeration contractors. ACCA represents over 9,000 small businesses nationwide through its federation of affiliates.

Robert Baker of BBJ Environmental Solutions led off the first of four panels that probed different aspects of security and maintainance issues. Mr. Baker cautioned that education is needed so building maintenance personnel and contractors will be able to select those solutions best matched to the needs of their individual facilities. He pointed out that, although many products have been touted since 9/11 for their effectiveness against Anthrax and other threats, there is presently little if any scientific proof of such claims. Mr. Baker pointed out, "Some suppliers have claimed that their products eliminate anthrax, which may actually be true in some cases when the anthrax is in a "vegetative" state. However, anthrax is in its most deadly form when it is an easily-inhaled "spore," and these products may not be effective against "spores." He went on to stress the importance of preventative maintenance so that systems are clean and working at peak efficiency. Such systems are better able to cope with any challenge including a chemical or biological attack. Mr. Baker concluded, "The key to ensuring HVAC/R systems are secure, and operate as intended in emergency situations, is regular maintenance. While HVAC/R contractors have always stressed to customers the need for system maintenance, new security concerns lend even more credence to this argument."

Two of the four panels provided product perspectives on what contributions might be expected from Antimicrobial products, filters, UV, and specialized equipment. As noted by the U. S. Environmental Protection Agency, "contaminated central air handling systems can become breeding grounds for mold, mildew, and other sources of biological contaminants and can then distribute these contaminants through buildings and home;" and the U. S. Department of Health and Human Services advises that "the HVAC system must be well maintained -- inspected and cleaned on a prescheduled and periodic basis and repaired as needed. If maintenance is inadequate, problems that may arise again include growth and dissemination of microbial agents." The other two panels addressed short-term issues and answers and long term strategies that are being formed to deal with building security issues. Thomas Jackson, an Environmental Attorney with Kelley, Drye & Warren's Washington Office inspired a raft of questions and comments with his observations on the possible legal ramifications rising out of the new security issues we are all faced with.

At the end of the day, attendees praised the sponsors for organizing the event. Many observed that, although we have much to learn, there is still much that can be done using the tools and products currently available to us to make our HVAC/R systems more secure and enhance their level of protection for our buildings and homes. This issue provides contractors a compelling argument supporting the critical importance of regular preventative maintenance programs that on occasion are resisted by customers because they do not see clear cut economic justification.
